A Polk County grand jury indicted former Onalaska Police Lieutenant Gabriel Phillip Moore, 44, of Magnolia, on Friday for the criminal offense of Official Oppression. The charge, a Class “A” misdemeanor punishable by one year in the county jail and a fine of up to $4000, stemmed from an investigation conducted last year by the Texas Rangers into allegations that Moore had made improper sexual advances toward a subordinate officer in the Onalaska Police Department while on duty. Moore was arrested by Texas Ranger Sgt. Ryan Clendennon on July 2, 2020 and was released from jail after posting a $2000 bond. The indictment handed down last week and filed in the 411th District Court of Polk County alleges that Moore, “while a public servant and acting under the color of his office or employment as a peace officer for the City of Onalaska, Texas intentionally subjected [the victim] to sexual harassment, to-wit: the defendant did then and there subject [the victim] to unwelcome sexual advances, requests for sexual favors, or other verbal or physical conduct of a sexual nature, submission to which was made a term or condition of [the victim’s] exercise of any right, privilege, power, or immunity, either expressly or implicitly.” Prior to his employment with the Onalaska P.D., Moore had previous service with the Patton Village Police Department, Splendora Police Department and the Harris County Precinct 4 Constables Office. The case, which is being prosecuted by Polk County District Attorney William Lee Hon, will be scheduled for arraignment before 411th District Judge John Wells in the upcoming weeks.

Onalaska Police Officer Arrested by Texas Rangers
ONALASKA, July 2, 2020 – The Texas Department of Public Safety (DPS) Texas Rangers Division arrested this afternoon (07/02/20) an Onalaska police officer—following an investigation that began in May of this year—on a charge of official oppression. Gabriel Moore, 43, was placed in the Polk County Jail on the Class A Misdemeanor charge.
Investigators believe Moore may have committed similar crimes in other areas as well. Anyone with information about those offenses is encouraged to contact Texas Ranger Ryan Clendennen at 936-327-6836. Moore worked at various police agencies in Polk, Montgomery, Chambers, and Harris Counties since 2002.
