On 09/09/2021 at approximately 0526 hours a deputy with the Liberty County Sheriff’s Office Narcotics Interdiction Unit made a traffic stop on a white in color Honda passenger vehicle on FM-770S in Raywood, Texas. The driver was identified as Shannon Michelle Havard, W/F, DOB: 05/30/1970. Havard advised the deputy that she was a user of marijuana and gave permission to search her vehicle. The deputy located a black zipper type bag in her purse. The purse contained a marijuana pipe, methamphetamine pipe and a crystal-like substance consistent with methamphetamine. Havard was placed under arrest and transported to the Liberty County Jail. She was charged with Possession of a Controlled Substance – a Third Degree Felony.

On 09/09/2021 at approximately 1741 hours a deputy with the Liberty County Sheriff’s Criminal Interdiction Unit conducted a traffic stop on a gold in color passenger car on FM-834 in Daisetta. As the deputy approached the vehicle, he observed a male driver and a female passenger. They were identified as Dustin Kyle Rhodes, W/M, DOB: 08/21/1991 and Amanda Elizabeth Willard, W/F, DOB: 04/12/1991. The deputy had prior knowledge that both had used narcotics. When the subjects exited the vehicle, the deputy was advised that Rhodes had an active warrant for a Parole Violation. He was arrested and advised the deputy that he had contraband hidden in his groin area. The contraband was retrieved. Fifty (50) orange tables of suspected MDMA, a small amount of marijuana and two needles were found. Another member of the unit arrived and provided a presumptive field test kit. The drug tested positive for MDMA. When the vehicle was searched the deputy found methamphetamine paraphernalia in the center console that was within reach of both subjects.
Dustin Rhodes was charged with Possession of a Controlled Substance – a Second Degree Felony. Amanda Willard was arrested for Possession of Drug Paraphernalia. They were both transported to the Liberty County Jail.

On Wednesday, September 15, 2021 a Liberty County Sheriff’s Office Criminal Interdiction Unit was traveling on E. Houston in the City of Cleveland when the deputy observed a male subject identified as Christopher DeWayne Ellis approach another subject on a bicycle and punch the subject with a closed fist, knocking him to the ground. Ellis observed the deputy and began to run from the deputy. Ellis ran inside the Cleveland Kwik Kar business where he slipped and fell. The deputy was able to take Ellis into custody. Ellis was arrested and transported to the LCSO Jail where he was charged with Evading Arrest/Detention (Misdemeanor A). The victim did not want to file charges against Ellis.

On Wednesday, September 15, 2021 the Liberty County Sheriff’s Office Criminal Interdiction Unit initiated a traffic stop on a black Honda Accord registered out of Little Rock, Arkansas for various traffic violations. Upon approaching the vehicle, the deputy detected a strong odor of marijuana coming from the interior of the vehicle. The operator was identified as Nicholas I. Wilson 2-17-1996 of Little Rock, AR admitted to the use of marijuana. A probable cause search of the vehicle was conducted by deputies and two large clear plastic Ziploc bags were located, hidden near the back seat under the carpet that contained a total of approximately 1.5 pounds of suspected “yellow” colored crystal meth. A check of Wilson’s criminal history revealed that Wilson had an extensive arrest history involving narcotics. Wilson was transported to the LCSO Jail where he was charged with MAN/DEL CS PG1 over 400 grams (Felony *).
