Public Hearing on Zoning Change Request

1. Open Public Hearing

a. Consideration and possible action to adopt an ordinance amending the City’s comprehensive plan on a zone change request from R1-Residential to GC-General Commercial for the following locations:


An ordinance of the City of Cleveland, Texas, amending the City’s zoning map and comprehensive plan by changing the Zoning District of properties located at Dunnam, Sec 1, Block 2, Lot 3-12 & alley, acres 1.7218, Dunnam, Sec 1, Block 2, Lot 1 2, acres .3444, 400 W Hanson to (GC) General Commercial; providing a penalty in an amount not to exceed $2,000 for each violation; and making other provisions related to the subject

3. Public Comments.

Any person with City related business may speak to Council. In compliance with the Texas Open Meetings Act, the City Council may not discuss, or vote on any matter raised in public comments unless it is specifically on the agenda. To speak during a council meeting, you must be recognized by the Presiding Officer. PUBLIC COMMENT WILL BE LIMITED TO THREE MINUTES.


Discussion and Action 4.

Consideration and possible action on final recommendation of the Zoning Commission on an ordinance of the City of Cleveland, Texas, amending the City’s zoning map and comprehensive plan by changing the Zoning District of properties located at Dunnam, Sec 1, Block 2, Lot 3-12 & alley, acres 1.7218, Dunnam, Sec 1, Block 2, Lot 1 2, acres .3444, 400 W Hanson to (GC) General


Commercial; providing a penalty in an amount not to exceed $2,000 for each violation; and making other provisions related to the subject


5. Consideration and possible action on contract for engineering with BRW Architects for the Police Evidence Facility project and authorize the City Manager to sign documents


6. Consideration and possible action on new development off 600 Easy Street and possible action on Plan Unit Development (PUD) requirements


7. Consideration and possible action on in-kind use request for Stancil Expo Center & Arena by Pineywoods Rooters Entetainment on May 21, 2022 for a fundraiser for Senior Center and Liberty County Constables Offices.


8. Consideration and possible action on options for fuel services for city vehicles and authorize staff to action as needed


9. Consider directing staff to proceed with a Request for Proposals for ambulance services for the City of Cleveland or allow for auto renewal with current vendor


10. Consideration and possible action on two ordinances calling Joint Public Hearings with City Council and Zoning Commission for April 19, 2022 at 6:00 pm for:

a. Specific Use Permit application for RV Park in a General Commercial location and

b. Zone Change from General Commercial/R1-Residential to all General Commercial for new Cleveland ISD Administration building


11. Consideration and possible action on discussion to terminate current City Manager


Executive Session

The City Council reserves the right to meet in closed session on any agenda item should the need arise and if applicable pursuant to authorization by Title 5, Chapter 551, of the Texas Government Code.


12. Closed Executive Session under Texas Local Government Code 551.071 for Consultation with Attorney.


13. Closed Executive Session under Texas Local Government Code 551.072 to deliberate the purchase, exchange, lease or value of real property.

14. Take action on any items from executive session as needed.
