Position Summary: Under the general direction of the City Manager, the Chief Building Official is responsible for the management of the Development Services Department and is:
the designated authority charged with the administration and enforcement of the local, state and federal codes, ordinances, and regulations for all buildings and structures;
administers the plan review and inspection process of building construction and alterations; and
administers the code enforcement department.
This employee directs staff in the administration and enforcement of laws and ordinances applicable to all phases of building and code enforcement activities within the City.
The person in this position develops internal policies and procedures for delegation of responsibilities mandated by the International Code Council and City Code of Ordinances and serves as liaison between the citizens, the building industry and elected officials.
Makes recommendations and decisions regarding departmental operational policies, expenditures, plans and other administrative matters as they affect the department, including management and evaluation of departmental personnel.

Qualifications
• High School Graduate or GED equivalent required. • Knowledge of municipal government operations preferred. • Three to four years of related work in a political subdivision. • Four to five years of construction background required • Knowledge of zoning regulations preferred Special Qualifications • ICC Certification in one or more disciplines. • Applicant must possess a valid Texas driver’s license with an acceptable driving record. • Must possess valid and current State of Texas Plumbing License required • Must possess valid and current Registered Code Enforcement Officer license required • Currently have or have ability to obtain Certified Building Official certification within 12 to 24 months of hire date • Other licenses and certification may be required that pertain to this position.
Special Requirements
While performing the duties of this job, the employee is frequently required to sit and talk or hear, use hands to finger, handle, feel or operate objects, tools, keyboards, or controls; and reach with hands and arms. The employee is required to walk both in an office environment as well as work place sites with uneven ground. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision and the ability to adjust focus. The work environment is inside in an office environment or outside in various weather conditions. Field inspections are conducted outdoor in rough, undeveloped areas that contain dust, heat and possible loud noises. Travel is required in this position within the City limits to and from City buildings and inspection locations.
